乌干达通信委员会(UCC)是通信行业的国 家监管机构。UCC是1998年根据乌干达通信 法(乌干达法律第106章)成立的，旨在促进和 实现国家现代通信产业和基础设施的发展。

如今，乌干达的通信部门是非洲增长速 度最快的行业之一。同非洲大陆其他地区一 样，这主要归因于移动电话数量的迅速扩 大。根据源自UCC的统计数据，电话用户数 量已经从2008年12月的870多万增加至2009年 3月的1000万—全国人口的三分之一。在1000 万用户中，有980万是移动电话用户，约20万 拥有固定电话
